【明報專訊】Not only will the revamp plan of the District Councils (DCs) see a huge reduction in the electoral content, but the role and powers of District Officers (DOs) have also provoked a lot of discussions. The government has stressed that having a DO serve as the chairperson of a DC can manifest the executive-led system and ensure that the DCs can focus on the discussion of district affairs and depoliticise the DCs. However, it is also an indisputable fact that the power of the DOs has greatly expanded.
