Editorial : Serve the People, Not the Vested Interests

【明報專訊】Xia Baolong, Director of the Hong Kong and Macao Affairs Office of China's State Council, attended a seminar several days ago and explained the spirit of Chinese President Xi Jinping's major speech on 1 July. Aside from the "Four Musts" regarding the implementation of "One Country, Two Systems", Xia also mentioned the "Four Proposals" for the governance of the SAR, saying that Xi expects the SAR government to be pragmatic and strive hard to solve problems. The governance of the SAR has long been bound by vested interests and doctrines such as "big market, small government". In Xi's address, he specifically mentioned that it is necessary to break down the barriers of solidified vested interests so that there can be even more development achievements that can benefit all citizens in a fairer way. "Whoever enjoys the benefits of the world should also share the burden of their troubles," as the saying goes. Taking on various guises, vested interest groups have been trying to find chances to maintain their privileges in response to the latest political situation, hindering reasonable reforms. This is certainly not a good thing for the longstanding peace and stability of Hong Kong. The SAR government must fully utilise the "Three Full Supports" offered by the central government to let citizens and the central government see that people-centred governance is indeed practised in the SAR.
