【明報專訊】The Hong Kong Society for the Protection of Children (HKSPC) has addressed the findings of a report on the first stage of an investigation into a child abuse scandal at its Children's Residential Home (CRH). The society has admitted that there were problems in its internal management and supervision, and that the management should be held responsible for the incident. Apart from the resignation of the director of the HKSPC and the superintendent of CRH, there will also be an ''orderly replacement'' of all childcare staff at CRH. But the investigation report also claims that the care home staff treated the children ''roughly'' to ''reduce the risk of the children getting hurt'', adding that ''rough treatment'' does not necessarily equal abuse.
