Editorial:Misstep by Ministry of Commerce Has Hurt Government's Authority

【明報專訊】ON the first day of this month, the Ministry of Commerce issued a notice to ''encourage families to stock up on a certain quantity of daily necessities according to their needs to cope with daily and emergency needs''. As a result, some people went to the supermarket to scramble for food. Later, the officials of the Ministry of Commerce explained that the notice was just a routine one, and that people did not need to ''overinterpret'' it. A modest state of ''panic'' was thus resolved by some crisis management PR moves. What is puzzling is that a mistake made by a government department in authority could have been papered over in such a way and the department has not been reproached at all for such a violation of the principle that the people's interests should come first. This has harmed the government's authority. What has been lost cannot be won back elsewhere.
