【明報專訊】The distance travelled on China's expressways is the highest in the world. The busiest of them, the Guangshen Expressway, is used by an average of 650,000 vehicles every day. However, due to an oversupply of such expressways, some of them are scarcely used, and there are truck drivers who cannot afford to use an expressway and have to use an ordinary road instead. In general, expressways operate at huge losses. The National Development and Reform Commission has recently launched a reform plan, under which big data will be used to analyse the number of cars using an expressway. Tolls will be reduced according to different circumstances so as to increase usage and reduce logistic and transportation costs in a win-win situation. However, how the goals of the policy can be achieved will depend on whether the supporting measures are appropriate.
