Editorial:Handle Choi's case with fairness and impartiality

【明報專訊】Frederic Choi, the Director of the National Security Department (NSD) of the Hong Kong Police Force, is suspected to have patronised an unlicensed massage parlour. The police occasionally target unlicensed massage parlours during their anti-vice raids. Although visits to such venues may not constitute a criminal offence, the police's reputation will be undermined if someone occupying such a dignified position as Director of the NSD has patronised an unlicensed massage parlour in private. The authorities should conduct an impartial investigation. Even if it is confirmed that the person involved did not violate the law, he should be summoned to a disciplinary hearing and receive punishment. Top officers should not violate the laws or abuse their power. They should handle their everyday words and deeds with integrity. It is difficult for someone who lacks the required judgement on what to do and what not to do to shoulder the responsibilities that such a role calls for.
