【明報專訊】This year, the National People's Congress (NPC) will consider the draft amendment to the Organic Law of the NPC, the first amendment to the law in the 40 years of its implementation. Some regulations will be added, and there will be new provisions on the functions of NPC deputies, all of which are aimed at enhancing the recognition of NPC meetings and deputies. As such, it is believed that the amendment will not cause any controversy. However, as for the mechanism for NPC deputies' discharge of their duties to reflect the voice of voters, it has never been seriously implemented. Although 230,000 liaison stations for NPC deputies have been established across the country, questions concerning how they should be operated, what they have achieved and whether voters are satisfied have never been studied. A monitoring mechanism is also lacking.
