【明報專訊】Financial Secretary Paul Chan disappointed the city with his budget, which was announced last Wednesday. At a time when the city recorded the highest unemployment rate in 16 years while many simultaneously suffered underemployment, no direct financial support was provided for those who have lost their jobs to the pandemic. Instead, the budget has halved welfare handouts to the needy. In an attempt to stimulate spending, consumption coupons worth HK$5,000 will be available in instalments—a move that discriminates against the population that isn't tech-savvy (精通科技的). How would any of these measures alleviate immediate needs such as paying the city's notorious rent?
