【明報專訊】In her fourth Policy Address, Chief Executive Carrie Lam proposes a number of measures to encourage integration into the Greater Bay Area, which are indeed targeted measures. However, the fact that the chapter on the Greater Bay Area is put under the subheading of ''New Impetus to the Economy'' clearly shows that the issue is still being approached from the perspective of Hong Kong. In other words, it is still handled in the same way the cities in the Greater Bay Area and the Pearl River Delta handle a political assignment entrusted to them by the central government. All we can see is cities working on their own, and the spirit of ''co-building'' the Greater Bay Area is missing. Such a practice can hardly be effective.
