Editorial:Universal community testing programme helps HK return to normal

【明報專訊】A TOTAL OF 550 thousand citizens have signed up for the Universal Community Testing Programme (UCTP) online over the past three days. Hong Kong's testing capacity is adequate and all citizens should get tested in the best of circumstances. However, there is always a huge gap between the ideal and the reality. Considering the fact that the pandemic has been ebbing and the strong political antagonisms in Hong Kong, it was quite difficult to expect millions of people would participate in the programme in the first place. The objective of a large-scale testing programme is to identify even more invisible chains of transmission. Such being the case, citizens should get tested actively. The more testing, the better as long as human and physical resources permit. Even if people do not support the programme actively, it is unreasonable to obstruct or undermine it in a negative manner. The pandemic is unpredictable. Hong Kong must prepare for economic and social activities' return to normal in a sustainable manner. It will still be conducive to controlling the pandemic even if just around a million people participate in the scheme.
