【明報專訊】FOLLOWING the HKSAR government's decision to postpone the Legco elections for a year, the National People's Congress Standing Committee (NPCSC) has passed a decision to let all incumbent legislators stay on until the next Legco is returned in accordance with the law. Legco cannot be shut down for long. In theory, allowing the incumbents to retain their seats so as to fill the Legco term vacuum and avoid further complications is a solution that has the least significant political ramifications.
