【明報專訊】AS THE central government tries to push through the "Law for Safeguarding National Security in the Hong Kong SAR'', US Secretary of State Mike Pompeo has told Congress that Hong Kong no longer maintains a high degree of autonomy but it is unknown what action Washington will take in its next step. Caught in the vortex of struggle between China and the US, Hong Kong is facing tensions that are heightening again internally and externally. There are worries that Hong Kong might lose its status as an international financial hub. But the Monetary Authority emphasises that there has not been a noticeable sign of capital outflow from Hong Kong. It says the city's financial system has remained robust and the Linked Exchange Rate has not been affected. Various internal and external factors contributed to Hong Kong's becoming an international financial centre. They included objective circumstances like reform and opening up on the mainland as well as subjective factors like people's confidence. The international situation has changed tremendously in recent years. In such times of myriad uncertainties, it is even more important not to lose one's grip. In its bid to contain China by playing the "Hong Kong card", Washington might also adopt the tactics of psychological warfare aside from direct action. While Hong Kong should be prepared for storms of any kind, it should also be cautious not to inflict harm on itself out of hysterical fear.
