【明報專訊】THE Political Consultative Conference and National People's Congress (the Two Sessions) have been convened in Beijing. One of the items on the National People's Congress' agenda is the deliberations on authorising the Standing Committee of the National People's Congress to enact national security laws in Hong Kong. According to the Basic Law, Hong Kong shall enact laws on its own to prohibit any act of treason, secession, sedition and other behaviours. There are two implied meanings. First, Hong Kong has a constitutional responsibility to safeguard "One Country" to protect national security. Second, it was hoped that the matter could be handled in accordance with the principle of "Two Systems". Now the National People's Congress is about to handle the matter itself. It will not be a good choice for either the central government or Hong Kong.
