Pop around Town:Understanding 'panic buying'

【明報專訊】IT IS INTERESTING that buying has been an integral part of preparing for, and living with, disasters. In the US, the Federal Emergency Management Agency (FEMA), which is the central governmental body charged with handling disaster relief, encourages citizens to purchase emergency supplies (and insurance) prior to a disaster because past disasters have shown that it could take weeks before outside aid arrives. However, in the media, this behaviour is often interpreted as ''panic buying'', and it is often criticised. Commentators and journalists admonish (勸告) consumers to avoid panic buying. Consumers are criticised for buying supplies too early thus driving prices up or for waiting until the last minute which is seen as neglecting emergency planning.
