Editorial : Better quarantine arrangements needed

【明報專訊】THE GOVERNMENT has expanded its quarantine scheme. Starting from midnight yesterday (March 19), people arriving in Hong Kong from abroad have to be kept in compulsory quarantine for 14 days. Though there was not much chaos on the first day when the measure was in force, it is apparent that there have been areas that call for improvement. Some returning Hong Kongers, though a little unwell and carrying symptoms, were kept waiting at the airport for the better part of the day without being sent to hospital for check-ups. For a prolonged period of time, they had no choice but to remain in the same room with dozens of passengers arriving in Hong Kong in a situation in which they, as the saying goes, "commiserated with each other for the same plight". That left a lot to be desired, for that could have increased the risk of cross-infection. Members of society are concerned about whether a compulsory quarantine scheme is a well-thought-out approach, an anxiety that is shared by many returning Hong Kong students and their parents. What is equally disappointing are the fact that the government has given the cold shoulder to those who suggest borrowing hotel rooms for isolating and quarantining arrivals and its failure to negotiate with the hotel industry actively.
