Editorial:Extraordinary appointment

【明報專訊】THE State Council ''suddenly'' announced that Wang Zhimin, 62 and only two years and three months into the job, had been removed from office as Director of the Liaison Office of the Central People's Government in Hong Kong (LOCPG), and that Luo Huining, 65, who has no experience at all in dealing with Hong Kong or Macao affairs, had been installed as the new director. This has sent out two very clear signals. The first is that Wang has been held accountable for the unrest in Hong Kong that has gone on for nearly seven months. The second is that in Hong Kong the LOCPG director must possess the capability and knowledge to handle changes in Hong Kong's overall situation. What will Director Luo do in relation to the implementation of ''one country, two systems'' in Hong Kong and Hong Kong's prompt integration into the country's overall development? It is a matter of serious concern.
