【明報專訊】香港《基本法》第二十五條說 All Hong Kong residents shall be equal before the law，聯合國《公民權利和政治權利國際公約》也說 Everyone shall have the right to recognition everywhere as a person before the law。法律面前人人平等，是法治的含義之一。不過，before the law，只在法律面前，而不是理解法律，反而可能是最悲哀的。有些時候，當人們說某些人破壞法治，說的卻或許是治安（law and order）或公共安全（public security）。
