Editorial : A cabinet reshuffle to tackle the confidence crisis

【明報專訊】CARRIE LAM, the chief executive, offered her "most sincere apology to all people of Hong Kong" over the amendment of the Fugitive Offenders Ordinance. The pan‑democrats and Civil Human Rights Front, citing her failure to respond to their demands, have refused to put an end to the matter, while some protesters insist on staying outside the Legislative Council. The government's mistakes have triggered a confidence crisis. In a democracy, such crises are handled in either of two ways: the resignation of the government with a call for a snap election, or a reshuffle of the cabinet. But Hong Kong has an unusual political system. Constitutionally, the chief executive has two roles, answerable to both the central government and the SAR. Judging from the political reality at present, the most viable option is a reshuffle of the governance team and a reform of the Executive Council. Lam said that she wanted to "walk together" with people. Concrete action will be needed to show that she is willing to listen to different views. Otherwise, it will be hard for the government to continue its journey.
