【明報專訊】PUBLIC transportation services did not fully resume long after Mangkhut, a super typhoon, battered Hong Kong, leading to an avalanche of complaints from citizens. The government was much criticised for its handling of the aftermath of the typhoon. Some people even claimed that the government should have invoked the Emergency Regulations Ordinance and announced a day off for workers.
