Editorial : Sub-degree policy

【明報專訊】HONG KONG has seen the first meeting of the Task Force on Review of Self-Financing Post-Secondary Education (the Task Force). The Task Force will over the next twelve months focus on reviewing the way self-financing programmes should develop and what should become of sub-degree (SD) qualifications. SD programmes came into being ten-odd years ago. They have not fulfilled the unique role they were expected to fulfil, and SD qualifications are regarded merely as stepping stones to degree programmes. SDs scarcely make it easier for their holders to get employed, but those who enrol on SD programmes are very likely to be up to their ears in tuition debt. That can hardly be called fair. As for self-financing SD programmes, they are what tertiary institutions avail themselves of to make money. Their programmes are a very mixed bag.
