【明報專訊】THIS WEEK Beijing sees the beginning of the period in which lianghui (the annual sessions of the National People's Congress and the Chinese People's Political Consultative Conference) take place. As the Communist Party of China's (CPC's) shijiuda (19th National Congress) is scheduled for next autumn, this year is to see big events in China. Those attending lianghui are supposed to talk mainly about the economy and development. Their crucial task is to provide important political events with security and bring about an atmosphere. They are to envisage "a new orientation of the Chinese economy" while they try to ferment a new economic upsurge on the mainland.
