【明報專訊】THE GOVERNMENT has reached a new agreement with the MTR over the construction costs and completion date of the Guangzhou-Shenzhen-Hong Kong Express Rail Link. For the MTR to complete the remaining works, the government will have to apply to the Legco Finance Committee for an additional $19.6 billion. This application is likely to be seriously challenged when submitted to the committee, especially as the Legco elections will be held next year. Once the matter is made an election issue, it is difficult to say what lies ahead for the rail link.
