【明報專訊】ACCORDING TO the Housing Ordinance, Home Ownership Scheme (HOS) flats with land premiums not yet paid shall not be remortgaged. However, this paper's investigation reveals that at present about 7,000 HOS flats seem to have been remortgaged in breach of the ordinance, and this illegal practice is on the increase. Clearly the Housing Authority has failed to strictly uphold the law, and the situation is getting out of control. At the same time, the Land Registry accepts for registration "loan agreements" alienating HOS flats in violation of the law, which would only encourage the illegal practice.
