【明報專訊】THE Working Group on Long-Term Fiscal Planning released yesterday (March 2) its Phase Two Report calling for the establishment of a Future Fund, which will consist of an endowment of $220 billion from the Land Fund, with about a quarter to a third of annual budget surpluses as periodic top-ups. While the Working Group says the fund aims at seeking higher returns through long-term investments, thereby reducing the pressure on public finance, it also stresses that the fund does not represent a total solution to the anticipated structural deficit problem. This highlights the SAR government's intention to save for a rainy day.
