【明報專訊】THE STANDING COMMITTEE of the National People's Congress has begun discussing Hong Kong's constitutional reform. All the indications are that it will finally decide on a framework from which the pan-democrats will infer that the Central People's Government (CPG) is so bent on having such unreasonable screening that there will be no real choice at the Chief Executive (CE) election. CPG officials and pro-establishment figures have recently been stressing the importance of national security, insisting that the CE ought to love the country and Hong Kong and must not defy the CPG. Hong Kong is an SAR and its people ought to have regard to the nation's security. With that few citizens would disagree. However, the CPG ought to try hard to find ways to make democratic elections in Hong Kong compatible with the nation's security. It will be very disheartening and distressing if, instead of doing so, the CPG safeguards the nation's security at the expense of democratic elections, so much so that the political situation in Hong Kong will be beset with uncertainties.
