【明報專訊】A REPORT on the high-speed rail link delay has been published by an independent committee of non-executive directors of the MTR. The report, while apportioning blame in a systemic manner, reveals a dictatorial Chew Tai-chong, the projects director, as well as chief executive Jay Walder's failure to fully carry out his responsibilities. However, some might see it as an attempt to absolve the MTR board of directors of their responsibility for the matter. Furthermore, the remedial measures suggested therein, which are aimed at tightening supervision of projects, fail to touch on the deep-seated problems about the company's overall management style.
