全票制違基本法原意 梁愛詩應審慎提方案

【明報專訊】OF THE METHOD to be used in electing the Chief Executive (CE) by universal suffrage in 2017 the nomination arrangement is the most controversial part. At a constitutional reform forum held in late January deputy director of the Basic Law Committee and former Secretary for Justice Elsie Leung suggested that the nomination committee (NC) pick two to four candidates by multi-voting, saying that would better manifest the NC's "collective will" as each candidate would be supported by more than 50% of its members. When she was interviewed by a newspaper in early February, she said by way of clarification that, when she talked about multi-voting, she intended to float a method easily operable and simpler than any other for public discussion rather than propose or advocate any plan.
