【明報專訊】THE REQUIRED RENOVATION of their buildings is a headache to many flat owners in Hong Kong. For they have to pay unduly high costs, principally because there are those who resort to irregular - or what may be called fraudulent - practices to make huge profits. Individual flat owners are the helpless victims. As building renovation costs across Hong Kong amount to billions or even tens of billions of dollars a year, the government must not hesitate to intervene to safeguard the interests of flat owners, so that their money may not go to line some people's pockets.
