【明報專訊】IMMEDIATELY AFTER the miscarriage of the Tseung Kwan O landfill plan, things have so developed that the government's funding application for a study to expand the Tuen Mun landfill is also in danger of being voted down. The enormous difficulty the government has run into over its landfill plans shows once again the untenability of trying to improve people's livelihood before reforming the electoral system.
