【明報專訊】PROBLEMS caused by mainland women giving birth in Hong Kong are gradually surfacing. Under the Central Allocation for Primary One Admission scheme this year, almost 40 percent of the 3,600 school places in the North District have been allocated to children born in Hong Kong to mainland parents (mainland-Hong Kong children). The insufficient provision of school places means that there is a displacement effect, and 145 children living in the district have been allocated to schools in Tai Po.
