【明報專訊】HONGKONGERS were once strongly opposed to building a nuclear power plant (NPP) at Daya Bay, just 50 kilometres from the territory. However, information on mainland planning shows a number of NPPs are being built within 200 kilometres of Hong Kong in Guangdong. There will be twenty-two reactors in six NPPs, including Daya Bay and Lingao, near Hong Kong and the Pearl River Delta.

港人雖曾大力反對在距離香港僅50公里的大亞灣興建核電站,但根據內地的規劃資料顯示,在廣東省距離香港200公里範圍內,除了已投產的大亞灣及嶺澳兩個核電站外,還有多個核電站正在興建,未來將有6個核電站合共22個機組,設在香港及珠三角附近。

Nuclear radiation has leaked from an NPP in Fukushima after an earthquake and a tsunami devastated Japan. Drinking water in Tokyo, which is 240 kilometres from Fukushima, has been contaminated. As Guangdong NPPs are only 50 kilometres to 200 kilometres from the SAR, Hong Kong people's fear is anything but unfounded. It is a foregone conclusion that Hong Kong will neighbour a number of NPPs. It therefore must learn to live safely with them.

日本在地震後發生的核泄漏事故,遠在核電站所在地福島240公里外的東京食水也受到污染,廣東的核電站距港只有50至200公里,港人忐忑絕非杞人憂天。如今香港與核電站為鄰已成定局,香港必須學習如何與核電站安全共處。

About the mechanism for notifying Hong Kong of NPP incidents and emergency plans, Polytechnic University Chair Professor Chung-ho Woo, an expert in nuclear engineering who led nuclear research for twenty-two years in Canada, has put forward important proposals.

有關核電站通報及應變機制方面,核子工程專家、在加拿大領導核研究22年的香港理工大學講座教授胡仲豪提出了重要的建議。

In his view, Hong Kong's emergency plan is not as detailed as Canada's. The SAR government should review it as soon as possible in conjunction with the mainland authorities. If it has already made a more detailed plan, it should unveil it. If it has yet to do so, it should revise its emergency plan as soon as possible.

根據胡教授的看法,港府的應變計劃不及加國詳盡,港府應盡快與內地當局檢討,如果政府早已制訂更詳盡的方案,就應公布,若然沒有,就應盡快修訂。

It is necessary for the authorities to provide the public with more information on NPPs. It was in 2001 that Hong Kong had its last nuclear accident exercise. According to Chairman of the Legislative Council Panel on Security James To, he asked then whether observers would be allowed at it, and the reply he received was that it would not be very convenient to have observers. Our research has shown the SAR government released no information on the exercise on the grounds that the report of it was too technical to be comprehensible to ordinary citizens and it was necessary to avoid causing a panic.

核電站的透明度,同樣需要提高。香港對上一次就核電站事故舉行大演習,已是2001年,立法會保安事務委員會主席涂謹申表示,當年演習時,他曾問及能否觀看,答案是「不是很方便」;本報翻查資料更發現,當時政府並無對外公布詳情,原因是演習結果為技術性報告(technical report),市民未必明白,以及避免造成公眾恐慌。

Such thinking no longer seems right now. If the mainland authorities believe mainland NPPs are very safe, they should all the more allow Hong Kong's public to monitor them. No closed-door exercise would inspire confidence. Last week Hong Kong journalists visited Daya Bay NPP at the mainland authorities' invitation. They have taken a right step, but that is not enough. Citizens will be better reassured if the mainland and Hong Kong come up with an independent monitoring mechanism and the mainland authorities ask Hong Kong authorities in the field to visit and monitor Guangdong NPPs, regularly release information on their operations and allow representatives of Hong Kong nongovernment bodies and political parties controlling Legislative Council seats to observe at their nuclear accident exercises.

如此思維,今天已行不通。若內地政府認為內地核電站十分安全,就更應開放予香港公眾監察。一個閉門舉行的演習,不可能取信於公眾;上周大亞灣核電站邀請本港傳媒參觀,是正確的一步,但不足夠,內地若能與香港建立一套獨立監察機制,邀請香港的權威學者到廣東各核電站參與監察,並定期向公眾報告,同時容許香港立法會各黨派及民間團體參與及監察演習的進行,公眾就會較安心。

The authorities should seize the opportunity to step up educating the public on nuclear power. Radioactive leaks are dangerous, but social unrest resulting from people's fear caused by their ignorance is just as dangerous. The authorities should therefore do more to educate people on nuclear accident exercises so that they will have a keener sense of crisis and know more about nuclear power and NPP accidents. If they do so, citizens will be less likely to get into a panic even if an NPP accident occurs.

加強公眾教育同樣應把握時機。核輻射泄漏雖然危險,但民眾因為無知而恐懼,因而造成社會動盪,同樣危險,因此,加強「演習教育」,讓市民增強危機意識,同時增加對核電及相關意外的知識,即使發生事故,也可減少社會恐慌。
