【明報專訊】THE MINISTRY OF AGRICULTURE has issued a circular that says it will launch a nationwide survey of fresh milk safety. It remains to be seen what findings it will yield. Recently mainlanders have come to Hong Kong and Macau to snap up infant formula, which has therefore become scarce in the two SARs, much to many parents' dismay. From this one may see how the survey may bear upon Hong Kong.

國家農業部發出通知，在全國開展「生鮮」乳質量安全監測，會有什麼發現，還待揭曉；不過，把這次普查與近期內地人士（包括水客）來港澳搶購奶粉，使港澳都出現奶粉荒，急煞許多家長，或許可以看到這次普查與本港的關係。

In the survey, milk will be tested for "leather protein hydrolysate". Melamine has now disappeared from dairy products, but it is a concern that, to make exorbitant profits, unscrupulous businesspeople may use "leather protein hydrolysate" (which, like melamine, is protein-rich) to raise fresh milk's protein content.

這次普查，其中一個檢測目標是皮革水解蛋白。在三聚氰胺銷聲匿迹之後，同樣蛋白質含量較高的皮革水解蛋白，會否被不法商人用來取代三聚氰胺，增加鮮乳蛋白質以牟取暴利，值得關注。

The problems with the mainland's diary industry have to do not only with the authorities' regulation but also with the standards of morality. When a handful of people are too keen on making money to care about their compatriots' health or safety, the authorities will lag behind them however hard they may try to crack down on them. "As virtue rises one foot, vice rises ten." Ordinary people suffer through no fault of their own, but there is nothing one can do about it.

奶業問題，除了當局嚴予監管，其實關乎國民質素，當一小撮人罔顧同胞的健康和生命安全，眼中只有錢，所謂道高一尺、魔高一丈，當局再怎麼嚴打，都是跟在不法商人後面追趕，善良無辜的民衆受害不絕，情况使人很無奈。

Few believe mainland dairy products are wholesome. That has affected Hong Kong. Mainlanders have flocked here to stockpile baby formula. Many of them work for parallel importers. They have done so because mainlanders have no confidence in mainland dairy products and infant formula bought in Hong Kong fetches good prices on the mainland.

On January 31, Mead Johnson (which has the largest share of Hong Kong's infant formula market) declared it would put 420,000 tins of milk powder on the market in two weeks. That would far exceed local babies' need. Two weeks has passed. However, as our reporters gather, infant formula is still out of stock at many pharmacies in northern New Territories and other districts.

1月31日，在本港奶粉市場佔最大份額的美贊臣，宣稱在兩星期內給市場投放42萬罐奶粉，供應量遠遠超過本地嬰幼兒實際需求；然而，兩星期已過去，據記者在一些地區，特別是新界北區採訪所見，不少藥房仍然缺貨。

Infant formula is scarce here. Is it a decisive factor that people who work for parallel importers have swept up stocks here? This has yet to be ascertained. We believe the infant formula market has been distorted by many factors. If the shortage persists however many tins of milk powder suppliers may put on the market, the government is obligated to take administrative measures to ensure that local parents will have infant formula to feed their babies. If the government agrees that local parents should in principle have priority in obtaining baby formula, it and the Hospital Authority should ensure its supply and sell it to local parents at public hospitals and other places. Technical arrangements would have to be made. However, Hong Kong boasts such a good community network that we believe they can be made without difficulty.

本港出現奶粉荒，水客搶購是否決定性因素？箇中情况尚待釐清，我們相信奶粉市場存在多種因素和運作而被扭曲，若無論供應商向市場投放多少奶粉，都未能解決問題，當局實在有責任以行政措施，確保本港嬰幼兒所吃用奶粉，獲得優先供應。只要當局認同「供應以本地優先」原則，則由政府和醫管局主導的奶粉供應，在包括公立醫院在內的地方設立銷售點，向本地家長出售奶粉，只屬技術安排，以本港社區網絡較為完善看來，應該不難解決。

Hong Kong parents must not suffer through no fault of their own. To the SAR government, infant formula is no big deal, but it is very important for parents to have milk powder to feed their babies. Life in Hong Kong is stressful, but parents must take pains to secure sufficient milk powder. Their plight is to be sympathised. They should be helped. The SAR government must not leave a good undone because it is "trivial". It should undertake that Hong Kong parents can get infant formula to feed their babies.

本港家長不應受到本來與己無關的事折磨。就政府而言，奶粉當然屬於小事，不過，此事對家長十分重要，本港生活壓力大，嬰幼兒家長還要為奶粉奔波操勞，處境值得同情，應獲協助。政府「勿以善小而不為」，應對嬰幼兒糧食作出承擔。
