【明報專訊】YESTERDAY a tree fell on a cycling track near Yuen Chau Kok, Sha Tin. It dropped on a cyclist. The man is in critical condition. The incident bodes ill for the Tree Management Office (TMO), which came into being not long ago. It is clear from the way the incident has been handled that, though the TMO is in operation, there is still no unified authority over tree management and people qualified to look after trees are still lacking.
