【明報專訊】THE Civic Party and the League of Social Democrats (LSD) have finally kicked off their "five-district referendum" movement. They say they will make a last-ditch stand, but their criteria for judging its success are vague. That shows that they lack confidence and may intend to grab political advantages by interpreting its outcome. However, the success of the movement does not depend on the two parties' efforts. It hinges on whether the establishmentarians will use their organisational capability to fight the pan-democrats. If they do so at full throttle, the turnout will be high, and the movement can be deemed successful. If they do nothing, the turnout will be poor, and the movement will fail.
